I think the quality of that video didn't make him sound very good. I heard clearer qualities on IG and he sounded smoother. Not the best but definitely smoother.

Weir is smooth alright, but his voice range isn't wide. He's straining on some high parts, but he can still hit it. He can't go very low, but his voice still sounds nice. I would totally like to hear a clearer version of his rendition of the song.
