Ok! First, you must learn about uploading pictures
A few great places is:
http://www.imageshack.us
http://www.photobucket.com (my fav!)
Once you upload there, they will give you a URL for that pic. To post the pic on Forums, you will use this code:
^ You would place the URL they give you into the red spot.
Image Shack will give you many URLs/Codes already made out, so you can just copy and paste the url with the code here.

As for sig, at the top, under the banner, click on:
My Control > Edit Signature (On left side)
Write whatever you want. Also, if you want to place a banner there, you would just follow the picture tutorial above!
