It's been like that since he started his account; I don't think he's on IG to be "social" per say. He has done a lot of charity work/merits with Ya & she is his bae so it makes sense that he follows her (remember his account is for charity work, not a personal account), and the rest of the people he follows are artsy or related to photography. He probably prefers seeing this kind of stuff when he goes on his IG account.
